I have been waiting for some sort of announcement from ebay that sellers will not be impacted in terms of defects by angry buyers who were mistakenly charged twice by PayPal for the same transactions.
Though I guess most buyers will work out that its PayPal's, and not the sellers', fault that this happened, there will of course be those buyers who just vent their irritation on the softest target - ie, us sellers.
Typically, ebay obviously feel so little responsibility to their sellers that such an announcement has not been considered necessary.

I received this email this morning:
You may have heard that some of our PayPal customers in Australia were charged twice for a single purchase through their PayPal account. Some of your customers were impacted by this issue.
We understand this may have caused you and your customers some inconvenience or difficulties and we would like to apologise.
The issue has been resolved and yesterday we processed refunds to all customers who were impacted. It is common practice for banking institutions to apply this to individual accounts within 24 hours and the majority of people will have received the reimbursement into their bank account today.
We contacted all impacted customers today to let them know of this process but if you receive any queries from your customers about their refund, please let them know they can call us on 1800 073 263 or use the contact link on any www.paypal.com.au page. We’re aware that some customers experienced extended delays when trying to call, but these delays are now under control and we’re here to help.
Once again, we apologise for any inconvenience or difficulties this has caused you and your customers.

mmm but is it not the buyers paying on paypal ,not the sellers , how can it effect the sellers ratings. i am sure if that was the case you can have it overturned.

This is the ebay universe Joe, where anything is possible.
Sellers can get low dsr's or neut/neg feedback from a buyer for any aspect of a transaction the buyer perceives to be negative.
As buyers are unable to leave feedback for either ebay or PayPal the inexperienced ones will often vent their frustration with the seller instead.
Ebay's policies in this area are anything but clear cut and it often depends on who you are talking to in CS as to what answer you get.
The stock reply seems to be "that's what the buyer felt so suck it up".
