It sounds like you do not have your buyer preferences set. Since eBay have not allowed sellers to leave negatives for some years now, most buyers will have 100% feedback ratings. Even if sellers leave negative comments it has no affect on the rating (and may get the seller in trouble if the buyer complains). You need to go into your preferences to block buyers with 2 or more unpaid items in the last 6 mths, and ALWAYS use the unpaid item dispute system to ensure non-payers get a strike. If they get two, they will simply not be able to buy from you and you won't have so much frustration.

Why does a member have a 99% rate and I have just read the reviews for the last 6months and they have a lot of negative feedback. How do they have a good standing. This member seems to bid on auctions and then not pay or you have to wait for weeks and doesn't communicate with the seller. This is very frustrating as a seller. When I bid and win auctions I pay immediately. Really frustrated.
The 99% feedback rating indicates they are also a seller.
(probably not a very good one either)
They should still know better than to mess you about with payment.
I'm sure they wouldn't appreciate having the same happen to them.
