I don't sell much but have never had a problem,now I've just sold a jacket, the buyer has paid the funds into Paypal, according to Tracking the parcel has been delivered, and there's a note in my PP account saying Payment pending. Funds will be released on 2 May.
What's this? I've never had this before. If the Buyer had made a complaint wouldn"t I know about it?
I've written to PP but of course don't know when I'll get an answer and was just wondering if this is the norm now?
Edited to add I haven't received any feedback yet so do PP now wait for Positive feedback?

imagine if when you opened a new account with a bank, deposited $1,000. they say thank you very much, welcome as a valued customer, you can withdraw your money in 21 days.
you rekon that bank would be in business long?

Surely if tracking is provided and it shows delivered they shouldn't get a refund?
Also just wondering how long is a seller considered a 'new' seller. I've been trading in ebay for years, most as a buyer admittedly, but some sellding , so hardly new.

now your being funny.
paypal is witholding money paid to new customers/sellers that is being paid by the same method as money not being witheld after the first 21 days.
to me its just giving paypal free use of a large sum of money for 3 weeks where i believe they are recieving interest on it.
i think you will find a cheque is witheld no matter if your a new customer or been one for 20 years.

The item is marked as Posted on my page, also I put the tracking no in.
Also.... they tell me my performance level is 'Above Standard'

- 7 days after your latest estimated delivery date when you manually upload tracking information ormark the item as posted in My eBay.
- 21 days after your buyer pays if you don't upload tracking and you don't mark your item as sent in My eBay.
I marked it Sent as soon as it was, and the tracking no is clearly noted.
Also...... on my page they tell me my performance level is Above standard.

and then they say arnt we clever we made another huge profit this year.
then the board gives themselves a big bonus and payrise.
