Buyers and sellers do not send each other offers, that would have been eBay's doing

It's not working properly, Kopes. the offer is for $1 fvf for 5 listings. Only some Ids got it. (Well I'm presuming that's the one being referred to).

It doesn't count down probably because there are no listing fees atm so even the 40 doesn't count down. If OP has a Chat with ebay they'll get a reference number and the promo will be honoured should any of thre 5 sell.

It activates properly, just doesn't count down and the relevant item numbers don't show in the 'Used' column.
