As a new seller eBay restricts both amount and value on listings until you have proven yourself as a seller.

You only created this account a couple of days ago, do you have another current eBay account for selling?

If you do then go to "ebay help" at the top of the page then scroll down to contact an eBay CS rep, who may increase your limit.

As padi said, will have restrictions until you get some sales and feedback.  The proceeds from sales may be held for 21 days as a protective measure since your ID is new to selling on eBay.
