How to ban a member from bidding on my site, due to past none payment and none communication

when the buyer didnt pay you should have put them on your blocked list then but check out this

You can add a requirement to block bidders who have had two unpaid item strikes in the last twelve months. This is in the buyer requirements section under my account.

you can also block anybody you feel uncomfortable with on your bloccked bidders list. Rather than navigating around lots of pages just go to customer support and enter Blocked bidders list in search.

and if you have a group of friends on Ebay exchange names with them so they can also add serial pests to everyones list.
