Yeah a serious addition to the party list for anyone who sells international.
I'd be scared if a buyer had this record cos he already tells you what's coming.

I wonder what part of feedback is VOLUNTARY do they not get? I wonder how they would feel if all his buyers left that amount of neutrals and negs for him?
Someone posted some feedback awhile ago and the buyer continuously left negs for the seller not leaving instant feedback at time of postage. I think that one is on my party list, but it would take me awhile to go through them all to find who it was. Their only issue was the seller not leaving feedback, nothing to do with how the item arrived, how the transaction in general went, it was all to do with feedback.
Even their positive comments mentioned feedback. The stupid part was, from memory, this buyer had over 1,000 feedback, so not sure what the big issue was. All she was doing was digging a big hole for herself. Karma is a blitch.

there are unfair buyers out there, and blocking then will not solve a thing. Block could only work stopping a particular buyer to buy from your store, but in digital world of accounts, all it takes is a new free email to start over with a fresh buyer account and a couple of 1 dollar cheap purchases to build a feedback rating of 5-10 .
when you receive an unfair feedback, your best option is to first attempt to fullfill the seller responsibilities , message the buyer trying to resolve the issue, and if in the end you get a bad feedback for the wrong reason. just contact ebay customer support, explain the situation.
they do inspect the communication between you and the buyer, inspect if your feedback is undeserved and simply remove it if they see fit.

You can't name and shame in the forum but you can in your reply to feedback eg:
"their_username, please return battery for exchange as requested"
If you do it this way anyone looking at your feedback knows who the troublemaker is.
