no matter which selling account i use it wants to charge me listing fees - listing bulk items in one hit.. whilst eligible for free listing offers or have accepted free listing offers, even tried while listing 40 freebies a month

Usually when bulk listing it comes up with the regular charges until you hit the final screen saying that your items have been listed. ie the window comes up saying you will be charged x amount and click to confirm you want to list, then it processes it and the next window shows the amount crossed out and replaced by $0.00.
Hope this helps but even more so I hope you understand what I mean lol

If you never confirm, you will never get any listings up or free ones.
If you do confirm, and it shows fees, then when your ebay fee invoice comes in, you do an email or make a call to ebay to organise a redit. its a very simple process, and I have had my account several times due to glitches and billing errors - I find the billing area of ebay much more efficient than many of its other areas.
