I am trying to leave negtive feedback on a buyer, they never replied ot any corespondence, or paid for the item, there is an open pay case about it, but i want to let others know so thye know what to expect if this buyer pretends to buy an item.

You can't.
The big NEGATIVES are only for the poor seller.
If it goes through as an unpaid item at least they won't be able to NEG you.

Once the open case is closed after 4 days (don't forget to close it!!), the buyer will get an unpaid strike against their account. Once they have 2 strikes against their account, they suddenly find they are unable to buy from a lot of sellers. These are the sellers that have blocks in place to prevent these pests from buying from them or contacting them.
If you don't already have them, I suggest you set buyer blocks up too, so you won't be annoyed by the serial pests. If you are unsure how to sett them up, sing out and we'll talk you through it. I would also add your non paying buyer to your blocked buyer list so they aren't tempted to try and buy something else from you. You can do that now, you don't have to wait for the case to be closed to do that.

Guys....quite simple I am starting a petition to have negative feedback reinstated for sellers to use against non paying buyers....anyone care to add their name to the list?

I don't think it will happen. A lot of sellers wouldn't be happy anyway because if the seller leaves a buyer a negative, the buyer retaliates and leaves one back. It hurts the seller far more than the buyer because the buyer just keeps on buying. Too many negs and the seller gets shut down.
One more thing, you can't mention anything about petitions against eBay on the forums. Whatever you do, if it's a Change petition, don't put the link on here.

The mods get a tad upset when there are links to petitions about eBay on here. They go on a deleting frenzy. I know, it happened a couple of months ago. If you're persistant about it, you get put on detention.
