Why cant leave feedback for non paying bidder, after resolution center refunded final value fee. ??

It is a violation of ebay's policy if you were going to leave a false positive feedback for your non payer. I would assume that was your intention as you wouldn't be wanting to leave a glowing feedback for a non payer. They prevent you both from leaving feedback so the non payer can't leave you a negative and you can't leave them a false positive.

As the contract has now been terminated, there is no transaction for which to leave feedback.

If you couold leave feedback it would mean a transaction had taken place in which case you would not be entitled to your fvf refund and you would only be able to leave a pos and breach policy with a neg comment, why would you want to do that when the buyer would just leave you a neg in return after contacting ebay and getting your comment removed!
Back in the day when sellers could leave neg feedback it did absolutely nothing to stop them from buying from a seller, now you can put your buyer blocks in place so a serial non payer cannot bother you. Isn't that a lot better than leaving a neg?
