Why would my account be suspended for offering cash on pickup? And should I see a lawyer?

Are you still offering paypal as a payment option or do you state NO paypal accepted?
You can say cash on pick up is ok but you can not deny a buyer from paying with paypal.
Not accepting paypal can cause a suspension and save your money and do not worry about going to a lawyer as it will cost you more than it is worth and on what grounds would you be going to one for?

Is this in relation to an item that has sold ?
Did you refuse to accept to safe payment from buyer when they sought to collect goods ?

Depends how you worded it, if it could be read that you were willing to accept cash if it wasn't pick up or you mentioned anything about contacting you in connection with the cash then it could be seen as offering sale off ebay. If you said anything about refusing to accept Paypal for a pick up item and only accepting cash that would also be a hanging offense. It is unusual for ebay to suspend selling privileges completely for one transgression although they may ban you from selling for a few days or weeks so did you try listing the same way again without clearing it with T&S first?
If you are sure you did nothing wrong why don't you ring ebay and ask for a clearer explanation of the problem..

Or did you follow the advice of a number of regular posters here to try and avoid accepting safe payment by putting pay on pick up in your listing, and not offering local pick up in your delivery options, then asking for cash only on collection, or alternatively accepting safe payment only if item could be sent via expensive freight method, also advocated by same regular posters ??

I accept and stated that payyment with paypal was the option. I additionally stated that cash on pickup was another option.
I spent 3 hours with my ebay friends in the Philipines getting nowhere. My suspension was supposedly due to a violation of their accepted payments policy. They view it as trying to get around paypal which I am not. What part of cash on pickup is a dirty word? And if it's allowed then why are they manipulating their own very clear policy to an issue of not allowing buyer protection and safe trading.
What eBay are trying to do is force me to accept pick up and paypal payment. I don't think it's their right to dictate that to me. Again I'll ask if their accepted payment policy allows cash on pickup then why are they busting my chops?

The reason I ask about a lawyer is becuase I think there's some massive legal questions here? A few months back I had a buyer win an item and pay with paypal even though it was a local pick only item. I arranged a time and sent my address. The person who turned up to collect the item was not the ebay bidder but what I was told was that it was his son (by the son) who I did not have a legal contract or obligation with and did not feel that I was offered any protection as a seller. If the father then filed a claim that the item was not as described or damaged or even lost (it can happen) where does that leave me? It's not like I have a receipt or have a signed statement.
For that reason my listing was for shipping and with paypal. As per ebay's accepted payment policy I am entitled to also offer direct deposit and cash on pickup as other payment choices. Their accepted payment policy is pretty clear, yet their reasoning is full of assumption, subterfuge and manipulation.

There is no payment option for cash on pickup - there is only a payment option for pay on pickup.
If you select pay on pick up, then your delivery options should be congruent with your payment options and offer that local pick up is available.
If the buyer sends someone else to collect on their behalf and has not advised you of this, then you are within your rights to refuse to handover the goods. A phone call to buyer using ebay contact information can usually sort this out on the spot - and a seller is within their rights to request that confirmation is sent via ebay messages to confirm the pick up arrangement proposed by buyer.
There is no paypal buyer or seller protection on pick up items no matter what method is chosen for payment,
