First time experienced this, is this normal?
Combimed shipment sent and buyer requested return on one item due to not fitting, ie change of mind, not faulty. No problem with this, and was confirmed before purchase that they could return any item that didn't fit. I have approved this change of mind return. Just noticed the entire payment for the whole shipment is now on hold by paypal, causing me a shortage of funds in my account.
Is this normal for a hold due to change of mind, and also for full value of invoice not just the value of that one item being returned?

Unfortunately yes, it is normal.
As soon as you get the item back just authorise the amount to be refunded and paypal will release the rest back to you.
Pity the buyer decided to open a dispute instead of trusting you to do the right thing when you said you would.

I guess thats what they are prompted to do .

Yep thats because the first option a buyer sees is a bold Return this item, while contact seller is a option hidden in sub menus.

Yes the whole payment is on hold but if it is a buyer initiated return for change of mind then only the agreed refund is taken once you get the item back, the rest will go straight back into available funds.
