In most cases, they are site-wide except for things in certain categories; eg business, motor, real estate, gift cards I think? - they used to list all the ineligible categories but I can't see anything like that in the current T&Cs. If they are no longer site-wide and just for sellers / listings that meet specific criteria, it would seem to be undisclosed by eBay, AFAIK.
