You need to ask the buyer to send you an ebay message formally asking to cancel the transaction.

That way, then you can initiate a cancel transaction request through ebay at your end by choosing the reason "The buyer asked to cancel the order, or there is a problem with the buyers address".

That way you will get your fees credited and you won't receive a defect.

If the buyer refuses to send a message or simply ignores your request, then you can still issue the cancellation and choose the same reason anyway but there is a risk you may receive a defect. Alternatively you can file an unpaid item report after 14 days and in that case you will get your fees credited and the buyer will receive a strike against their account for non-payment.

That's after 4 days you can open an unpaid item dispute. Then after another 4 days you can close it to get back your fees.
This is the safer option as there is no defect risk and the seller retains control.
