As far as I know, the function only becomes available on images over a certain size (big enough for the zoom to be of benefit, I suppose). I upload 1000 x 1000 pixel images and have it on them, and also have a couple of images that are 800 x 800 and it's on those, too, but I don't know what the smallest image size is.
