To the top right of your screen is a tab called "Customer Support", just above the main search button. Open that tab.
About 1/5 of the way down the page are two more headings "Find an Answer" and "Contact eBay" They're not obvious links, but they are links. Click on "Contact eBay"
Once you open that, you need to give them an idea about what it is you are enquiring so that eBay can direct your call to the right department,, so you have a choice of Buying, Selling or My Account. (It doesn't really matter as they will transfer you if you end up in the wrong section - but it just takes you more time and you have to explain your story again and again and again)
Follow the prompts and pick one.
Click on that (Or here is a direct link) To the right of the page, you will now have various contact options. I suggest that you get them to call you, so select "Call Me". Then follow the prompts, and they will ring you back in just a few minutes.
