how do l create a sellers account

l am having trouble setting up a sellers account. When l go to 'My Account" there isnt an option for Sellers Preference. When l try to opt for Paypal for automatice fees it says l need a sellers account. And around l go again! Help please?

l managed to create an account by listing an item! l thought the Sellers Account would have to be set up first but it set it as l proceeded through the listing.
