how to markdown items

i am selling most items BIN without an ebay store, there used to be a way of discounting/marking down items by a certain percentage but i now cannot find it in any of the drop down boxes.

I found on the boards people referring to 'markdown manager', is that now only available for ebay stores?

It's under Promotions Manager - and I think it is only for stores
