Start a new listing using the ebay SYI form, not Turbo Lister, and select an international postage service, the agreement should pop up and you can agree to it, you can continue on with the listing if you have something else to sell but you probably won't have to, because you have signed the agreement you should be able to add International postage to any listing.
If you use Turbo Lister then you need to update after you have agreed then Int will work there too.
