Has he already left feedback? If not, open the unpaid dispute. As soon as you open the dispute he CAN'T leave you feedback, positive or negative, as the feature is no longer available. Even when it's closed, he still can't leave you feedback. You can't leave it for him after you close it either.

He is now saying it dosent worry him one bit about unpaid item strike you cant see it any way you have to go in to his bid history to see it it will still show up 100% feedback, would that be right

Yes, he will still show 100% feedback, but if he gets 2 strikes in 12 months, he will find there are a LOT of sellers he can no longer buy from, because they have blocks in place to stop them.

Thank you everyone, when ebay took the power away from sellers to put in Negfeed back it was a big mistake.

Not really. It didn't matter how many negs a buyer had, they could still buy whatever they wanted, from whoever they wanted. Sure, if you caught them in time you could cancel their bid on an auction, but if they were last second bidders, there was nothing you could do about it. Same with buy it now, they could hit the button on whoevers items they wanted. At least with the strike system, if they have 2 or more strikes in 12 months, they are restricted from bidding or buying from any seller who has blocks in place. In the last week, I have had 18 people with 2 or more strikes trying to bid on my items and they can't.
