item not delivered case

i sent an item to the east coast from perth but due to the blackout in south australia it took a little longer then it should have and the buyer opened a case now the item has been delivered the case still stands and my paypal is blocked i have contacted the buyer a number of times to close the case but he has not done this and i am still blocked how do i close this case

You can't close the case. Only the buyer or eBay can do that.
Make sure you upload the tracking number onto the case.
When you have done that then call eBay and discuss tge case.
Dont escalate or tgey might close in favour of the buyer.
