have been billed for something thats not picked up or paid for ,item i was selling was not picked up and i have an invoice for the sale by ebay ,who do i talk to , idont mind paying for if i was paid by the person supose to be buying it

Go to the resolution centre and open up a case for Unpaid Item (if 4 days have passed since date of sale)
Then, if you do not get payed in the next four days, you can close the dispute and you will receive a credit for your FVF's on next month's invoice.

Damo, if it's the Chev block, you have left it too late to open a dispute for non-payment (sellers only have 32 days to do it)
The problem is now that you can't just relist it without asking (by email) the buyer if they will agree to a mutual cancellation, then send them one.
To answer your question, you will have to pay the fees unless the buyer agrees to that mutual cancellation.
You could get their contact details and give them a ring, maybe you can sort something out that way.

and meh, it was late, I doubt anyone's grey matter was working well (mine wasn't - don't know if you saw my "mistake" (I posted with a selling account) but thankfully the mods showed me mercy and removed it
