Fix this now or I will never use ebay to sell any thing again free or not. I use Gumtree all the time because it is user friendly and does not cause this stree, sh..,

Sorrymto hear that BUT if you want to list on ebay you have to play by their rules. PS Gumtree is owned by ebay so how long before fees start to apply there as well? I dont think to many buyers actually even look at gumtree, I dont and I am only a buyer.

In fact...why not everyone pay your eBay fees by Paypal...and then file SNAD claims !!!
I would, if not for the fact that I closed my Paypal account yesterday - in protest !

The first thing you need to do is find out what the $8 was for - if you were not able to complete and submit the listing, no fees for that listing (either insertion fees or any other extras selected) should have been charged to your account, so they may be older fees on your account.
You can check by clicking on "Account" in My eBay, then click the "Fees" link under the current balance, and it will display any recent fees charged to your account.

Probably because there is no buyer protection for intangible goods and/or services, it would close in ebay's favour no matter what.

True...If not for the fact that the OP is a seller...That can PROOVE delivery by the fact that he (or she) used Paypal to pay eBay and eBay did not list the item or service on eBay... 🙂
File a claim I say...forget the expense give the cat another gold fish an go for it !!

There is no Buyer Protection for services. The OP - as a seller - has purchased and paid for eBay's service. They are the BUYER and eBay is the SELLER. Opening a SNAD claim will not do anything. Except maybe annoy eBay enough to close your account.

Yes...But eBay did not list the service on eBay so eBay rules do not apply... Not to mention that the service was offered as FREE which would make eBay a fraudulant seller in that they asked for payment for a service offered for FREE and asked for that payment outside of eBay...
The OP could also claim INR because he (or she) can PROOVE payment was delivered

It's not about eBay's rules, it's about PayPal's, because they're the ones that offer Buyer Protection and restrict it to tangible goods that are posted, none of which applies to the service that eBay sells.
The payment receipt / transaction record will show quite clearly that the payment was NOT for tangible goods that were being posted, therefore a SNAD claim for eBay fees will not be successful.
