To be honest, most people who ask that question do not get a satisfactory answer to it, because no matter what anyone says about the issue, how different people wish it was and so forth, none of it answers the question since it currently just boils down to "because eBay won't let you."

I find it quite rediculous that sellers can be subject to the harshest of critisms on here, can get ripped of by paypal if buyers claim that the goods didn't get there with a cheap postage option "which people dont tend to buy unless its free or cheaper than normal costs" or slammed again by paypal if goods supposedly aren't as described.
Yet we can not express how late they pay or how much bull they told to delay payment. How un appreciative buyers are when things like australia post has christmas delays in postage so we as sellers get slammed in postage times.

But hey whats the saying the buyer is always right. pfft
The australian market is becoming too difficult and expensive to sell in when we have to compete with cheap items shipped from china for free with a wait period.
One day we are gonna have quantity a plenty with no quality.
I could go on all day about politics, australia and its financial issues.

I don't think sellers should have control of negative feedback for buyers, they abused it when they had it last time and would abuse it again if they got it back.
I used to see it all the time. A seller would neg someone, who would ask why, since they paid on time and the only thing they had done was say the item wasn't as described or whatever.
The reply from sellers was invariably-oh you weren't happy with the transaction so it was a bad transaction.
A rubbish reason to neg a buyer, in my opinion.
Mind you, lots of buyers neg sellers for ridiculous reasons too, but 2 wrongs don't make a right.
What needs to happen is if a buyer doesn't pay, a seller should put in a dispute and if ebay settles that dispute in the seller's favour, the buyer should get a red non payment marker of some sort, automatically issued by ebay.
It would not help sellers, except they should hve the right to ban anyone with even one marker from bidding.
It's main advantage is it would be a visual marker, the mark of shame. Might not stop some buyers, they might not care. But I think a lot would, espcially if they found themselves locked out of bidding on most items.
And there you have the reason why ebay does't do it-they want as many potential buyers out there as possible, even if some buys don't go through.
But I think ebay will eventually do something, there is consistent unhappiness with the present system so it will eventually be tweaked.

and buyers dont abuse it ??
my bro had a buyer who received their item then they stated they didnt so he did a resend and they received the second item as well.. so thats 2 items so far, then they opened a case against him so they could get their money refunded by paypal.so these scum have got 2 items plus a refund plus a neg to my bros name..so who abused the feedback system here ?

If your bro (brother, mate, tribesman?) had evidence the buyer got it, they should have given that evidence to Paypal. If they didn't have evidence of postage to the relevant address, then it is simply supposition on the part of you and your bro, that neither item was received..
eBay, through Paypal, put protections in place for sellers provided sellers comply with the requirements of same. If you choose not to avail yourselves of those protections, that is your choice.
