hi i've had someone winning my item, was messaged straight after he won, saying he will let me no, if he wants it after he,s finished bidding on other auctions, after going back and forth, he messaged tonight saying he doesnt want it anymore, can i offer a second chance to the other bidder, or do i have to wait till i have lodged unpaid dispute thanks

You will have to lodge an UID first before you can offer a second change if you are willing to wait for the process or you can send them a cancellation request and if the buyer agrees you can then relist or do a second chance as soon as they agree.

To me 8 days isn't quick at all

Eight days may not seem quick but that is the length of time ebay give a buyer to pay and you have to live with that. In fact if they paid by echeque in the last minutes of day 4 it would probably take longer than 8 days.
If you don't want to wait for buyers to pay, and I don't really care how long that is as long as I get paid or they get a strike, you should list all your items as BINs with instant payment required.
