had a dispute over slow post,that is fair enough but I posted in time and item left australia within a couple of days and was then held up in US customs or post service,
cannott initiate a search in post service until 15 days after latest estimated delivery date which in this case wopuld be about 5 weeks after posted,
ebay and paypal found in customers favorand refunded in full and 10 days later irem has been delivered,
[certain user] now has goods and money and has no intention of paying,
can understand if funds are held pending PO investigation but this prompt refund amounts to theft from me and ebay and paypal refuse to co operate

I would raise a complaint with the Financial Ombudsman Service (FOS).

Yes, the same thing happened to me, only to Israel. Opened and paid out dispute within 4 weeks of postage. Israel customs are notoriously slow in clearing items. Yet they happily gave the buyer my money back.
PayPal has a 6 week time factor, with another 2 weeks after dispute opened before closing. Allowing 2 months for delivery overseas .... much more realistic than ebay's calculator.
What gets up my goat is that I don't NEED them to intervene. I would have sorted the matter without the buyer myself, and refunded after a more realistic delivery time frame. Although I've never had an item 'truthfully' not delivered OS.
It's bordering on criminal this new MBG. Driving sellers away in droves, and I'm in the process of setting up other avenues so I can be out the door. The problem is if you do ask FOS to intervene, you will be penalised. Lights out for having the nerve to question them.

Same exact thing happened to me but I got the money back.
Sale on 9 Jan, buyer opened dispute 25 Jan due to slow post, buyer was refunded in full on 3 Feb, I confirmed delivery was a few days later, finally got my money back in full by end of March after chasing it up with eBay on the phone several times.
A big waste of time for a seller when it was nothing to do with me!

Get on the phone to ebay and Paypal again and insist to speak to a supervisor. Have the item details and timeline and your proof of delivery date and dont take no for an answer.

If you are referring to funds transfer via direct deposit, that is no good for overseas buyers, so a bit pointless really.
The "buyer" has one feedback, I wonder if this is the start of their scamming career? I sure hope not.
