one of the buyers has left negative feedback which is not fair as he wanted the item posted to him without him paying the money first
can this negative feedback removed ?

Yes it can be removed you need to contact ebay and explain to them the situation.
But I see that the buyer has stated that you won't sell it to them that's why they gave you a negative so if this is true then the buyer has every right to leave this feedback.

Has this buyer paid? If not, if it's been 4 days since he bought the item, open an unpaid item dispute. 4 days later, go back and close it. EBay should then remove the negative as there was no transaction take place.
If he has paid, but hasn't paid for postage, ring eBay. Ring them, don't email them. It might take a few calls to get results, but be persistant. If you get no luck the first time, call back and ask to speak to a supervisor.

It's been relisted too, so it would be good if the OP can give the full story of what has taken place.

There you go OP didn't want to sell to this buyer

the idea of negative feedback terrorise the sellers!
I know that most ebay buyers are good, honest persons but what happened if a bad buyer, a friend or relative of one from my competitors lieave a negative feedback to me?
I do not know how the system works and if it is good enough!
From the moment there is not an intependend body of ebay, sellers and buyers always will be the risk for a wrong decision!

OP - you can't just decide not to honour a sale because you have not received enough money for it.
You need to list (or start the bidding) at an amount you are happy to accept if one bid is all you get.
Sorry, you are the one at fault here, and the way you are going, 2 negs already, your selling career is going to be very short and not very sweet.
Why do new eBayers insist on blundering ahead without researching and reading up on policy and procedure ?
Think I may C&P this soon - Site Map Bottom of every Page - please read and learn, then come here for help before you create a problem for yourself.
And NO you can not get this negative removed.

Sorry Greencat - but the site map is now so overloaded with pages that have misleading headers I don't know how earth any new seller could find particular information they are looking for.
IMo it is probably better to refer them to the seller centre, that has a more user friendly format, some basic selling steps as well as the more recent important policies prominently displayed.
