overseas seed sellers

Why doesnt ebay australia ban overseas sellers selling seeds when the seller knows quite right that the seeds will be confiscated by customs ???

Must be using the wrong seller,(this one only got 2 confiscated and the other 800 all got through to possibly

endanger our Eco system,(they apparently aren't real and they'll send just about anything resembling a rose

seed instead including weed species),
