please checkout my last feedback a buyer left me
im mad as hell
this buyer leaves negative for 95% of her buys 17 out of 20 buys she leaves nagative feedback unbelievable
she didnt even give me a chance to respond as she lives in the same city as me
so easy for me to just drop replacements of to her house or give refund
i believe shes just out to ruin sellers reputations
is there anything i can do

They're not scammers because they haven't opened cases or even asked for a refund.
Plonka, have you actually confirmed their address?
That many items not turning up is clearly an address problem, and they seem totally
unaware that there is a process on ebay to deal with INR

That is outrageous.
It is so ridiculous it makes you wonder if the buyer has a mental problem.
For starters, if items genuinely never turned up, wouldn't a normal person start to wonder if the Post office was at fault & question them. More to the point, would you keep ordering things, knowing there was almost 100% chance they wouldn't turn up? Wouldn't a normal person double check address details?
On the other hand, if items have turned up (and I suspect they have as Aust post isn't that bad, it really isn't) then doesn't she realise that leaving a record like this is pushing credibility?
Ebay should remove all the negs & put her on notice that her account is being monitored.

There are all types of people in this world. We can't assume that every single one of them is cluey enough to figure out that a mistake with their address is the problem. They could be so clouded with rage assuming it's the seller's fault, that the possibility of them having made a mistake themselves hasn't even crossed their mind...even after 17 "undelivered" items.
I do agree with imastawka though; it's clearly an address problem.
I suggest the OP should do a google search and find out if the address has recently been sold or rented out. Could be helpful.

But... if you look at the list of feedback replies posted a little earlier, it shows that they've been buying and leaving negative feedback for the last 6 months (there's a reply from a seller dated 16th March).
It can't be a phone app issue because the wording is different, meaning it's a deliberate choice - to buy, and to do nothing about anything if (and in my book, that's a really, really big if) there have been genuine issues, other than leave feedback (however, not all of the FB left is about non-arrival, some of it is about the wrong size being sent, so they are obviously not happy with the stuff they do receive, which also indicates they know how to supply a correct address).
colin, forget emailing eBay - contacting them by phone, or requesting a call-back is the best way to proceed now. If neither of those are an option, try contacting eBay AU via Facebook.

my mind boggles that ebay lets buyers get away with this
its blatant bull....t her items are not turning up
why the hell would she keep buying if nothing ever gets posted to her

i have read that some sellers have refunded her or want to refund her
i think this is what shes hopeing for

New theory:
They were a very fussy buyer to begin with, claiming sizing issues were the problem.
Perhaps one time they actually didn't recieve an item and their seller offered a refund. The buyer has an idea, "if I just say my items didn't turn up through negative feedback, sellers will just give me my money back and nobody will ever know."
In which case the buyer is just a jerk.
