THe limits are done in the Buyer Requirement section of your Site Preferences.
If you add a worldwide postage option, it should show up on the foreign sites if the person searching searches with the worldwide option. The $$ amount should also appear to them with their own currency amount under the $AU amount. See the example in the screenshot below on the US site showing the conversion to AU$ underneath
