Its not the fact of being non-flammable its rather the pressurised propellant in the can.

I find it strange that these goods can be transported in person. It seems like a blanket restriction that can only be overcome by money.

Lithium batteries are no different. You can take them on a plane with you in your phone/digital camera/video camera, but to post them, they have to go by ground or sea, they can't go on a plane. Go figure!

That's actually because the passenger area of a plane is a comfortable temperature, but the cargo hold where mail etc is stored can get very hot, and lithium batteries can cause fires when overheated.

Not to mention that the cargo hold is normally unpressurised, which could do interesting things to aerosols.
