"Update Account Details" not working/being rejected?

I cant get rid of this banner and payout my funds, no matter what I do.
I enter my information and provide a photo of my ID with everything matching and submit it, only to get an email almost instantly saying that "ACTION NEEDED: Please update the information we requested".

I've even contacted support multiple times, they've even agreed that everything matches well - multiple times. They tell me each time "I will escalate your issue to get manually reviewed, please allow 24-48 hours" but it goes well past that without even a single update.

Has anyone else dealt with this before?

Are you 1000% sure everything matches?

No shortening of names anywhere, no abbreviations of middle names for example. Does matching bank account contain all first and middle names? Does Ebay registration have any abbreviations and also contain any middle names?

Double check your Ebay registration details as this is where I had an issue in that the name I signed up with 20 years ago was a shortening of my first name and it wouldn't go through until I had corrected it.
