seller looses on 10% voucher.......does ebay give back to seller to money lost on a purchase or are we to put our price up 15% to cover our lost money

how does the seller lose? You need to explain yourself a bit better.

sellers get their money as usual, you don't need to increase prices. Ebay pay 10%  buyer pay the rest

sellers get their money as usual. You won't even know if a voucher has been used so stop stressing about it. You will get your full price as normal

Buyer gets a 10% discount on the purchase price, so they pay 90% of the price. EBay pays the other 10% out of their own pocket, not yours. You get 100% of the purchase price, it's just that the buyer only pays 90%.
