Log into PayPal and locate the transaction, click the 'Issue refund' link, then enter the amount you wish to refund in the box (it will be pre-filled with the full amount of the payment by default). You can add a message if you want to, I always put 'Excess postage refund' just to clarify the reason, then confirm.

Go into your Paypal Account and you will see all the transactions. You will notice an Issue Refund Box. Go into that and carefully follow the Instructions. PS. Once you have issued the refund, click and make sure it is the correct amount as Paypal may take a small % . Click edit if that is the case and revise. It may seem a little daunting, but it's quite easy when you get the hang of it. ๐

PayPal don't take a percentage, but part of the refund will be a reversal of fees already paid on the amount being refunded. For example, if I was to issue a $10 refund to someone, I'd write $10.00 in the box as the amount to refund, after confirming, the screen will show that $9.76 is going to be taken from my account, and the remaining $0.24 will be refunded by PayPal to make up the full $10.00 that the buyer receives. (The do retain the 30c flagfall fee, though, even if you issue a full refund).
