I had the same problem. I use small Auspost Tough Bags 26.1 x 36.9cm which should allow me to select small. No Go. I had to change the dimensions to what eBay thinks small should be ie 35.5 x 22.5 x 7.5cm now it works for me.

It's not what eBay thinks they should be... 355 x 225mm just happens to be the actual physical dimensions of a small satchel.
Obviously if you input larger dimensions then you can't use a small satchel. It doesn't take a rocket surgeon to work that out.

I forgot to mention... you're not even using a satchel, so you shouldn't be selecting that option anyway.
Those satchel options allow a weight of up to 5kg, whereas the packaging you are using does not.

And if you use smaller dimensions it doesn't work. Auspost accept Small Tough Bags (261 x 369mm) for small Flat Rate packaging equivalent to Small Satchel pricing so eBay should also be able to accept it.
PS The expression is Rocket Scientist not Surgeon, try and get your metaphor right if your going to be sarcastic.

Incorrect. The expression is actually rocket surgeon, so I nailed it ☺️
I don't know what part of "it's not a satchel" you don't understand., so I'll try to explain it in greater detail for you.
You should not be selecting a small satchel unless you are using a small satchel. By changing the dimensions you are making it obvious that you aren't using a small satchel, and thereby voiding the 5kg max weight and triggering standard weight/volume calculations.
Again, what you are posting does not have a 5kg limit as a small satchel - simples.

The only thing you have nailed is sarcasm - which is not in the long or short run at all helpful.
