When I was selling, I would also ignore them
9 out of 10 times it would be for about a quarter of the price I was asking (which was already a lot cheaper than what it was 'worth') AND wanting free postage on top
I did'nt have best offer, and removed it every time eBay was 'helpful' and put it back again

If you don't have best offer on your listings and the offers are not what you want for the items, just ignore the messages. You are under no obligation to reply, it is not as if it is a question about the item itself. Life is too short to waste too much time on unsolicited offers, most especially if they are heading into the insulting range.
Most of the time, I suspect they would be people who aren't dead keen on buying anyway, they are just trying their luck.

I usually send back a high counter-offer. Sometimes they are just feeling the way. Only takes a minute of my time, and may result in a sale.

If I'm feeling diplomatic...
"Thank you for getting in touch, unfortunately I'm not currently running any sales or offers at this point in time, but you're welcome to follow my store so that you can be updated if a discount becomes available in the future."

Up to you how you want to view the offers.
Personally we would not ignore!
This person is actually looking at your item so that is a good thing.
If the offer is reasonable then perhaps you might accept and adjust the listing for them.
If the offer is ridiculous then send a message and let them know what lowest $'s you would accept.
If they accept- great, if they don't - great. No skin off your nose.
But at least you have some activity and people contacting you.
Remember their offer could be just a way to flush out what your lowest price is. And who knows they may accept your price.
It can be confronting when unsolicited offers arrive, (and sometimes ROFL time), but we just view it as someone trying to find out what we will accept. So we view it as a positive situation and start the conversation. But never ignore, or be rude back.
Your choice, Good Luck.

If they are reasonable I may accept them, or counteroffer.
If they are low ball, either ignore, send a laugh back or ask what planet they are from. Just depends which way the wind is blowing on that particular day.
