Did you open an Unpaid Item Dispute for the sale that did not go through?
Ebay has no way of knowing that the sale was never completed unless you let them know by opening the dispute.
There is always the possibility that you will be charged for an incomplete sale depending on the timing of your bill. You need to pay that bill and you will receive your refund on the next bill.
The worst thing you could do was to cancel the account that your fees come from.....now ebay will be looking at taking legal action to recover their fees.

You have listed cars. The bill you got would have been insertion fees for the cars. Vehicles don't qualify for free listings.

Help buyers find your items by selecting the category that best describes your item. Be precise when you select your category so it's the most relevant one for your item.
In some cases, we might change your listing's category if you've selected a category that doesn't match your item.
Category changes on eBay.com.au
In an ongoing effort to better align the categories on eBay.com.au with other eBay sites, changes to the category structure are made once or twice each year.
Finding categories used for similar items
One way to find a category is to find out what other sellers have used for similar items.
In the search box enter keywords that describe your item (such as "Mickey Mouse watch" or "Coldplay CD")
In the pull-down menu, select All Categories or choose a category from the list
In the resulting listings, notice the categories and subcategories used, the number of bids and the page-view counter (if shown) in each category. Select the category with highest bid and page-view counts.
Search tips:
Be specific
For example, a search for "Fenton glass vase" returns more precise search results than a search for "vase"
Be careful when using "and", "or" and "the" as keywords
eBay searches for "and", "or" and "the" in listing titles rather than as logic for keywords. Use these words only when searching for item names containing them (like "Diana Ross and the Supremes" or "Truth or Dare")
Don't search by the category name
Searching by category (for example, "Collectibles") searches for items where sellers have included the word "collectibles" in their item title (for example, "vintage collectible belt buckleโ).
Using a category you've used before
When you list an item, eBay saves the category you used so you can select it again. You can use this category as your main or secondary category.
Selecting a category when you list your item
Click the Sell button at the top of any eBay page
Select a category using either the search box, the Browse categories link, or Recently used categories link
Select a category that best describes your item
If you don't find a category you like in the list of categories, refine your search. Try using additional or more descriptive keywords
Optional: Select a second category using the suggested categories. After you select a recently used category, you might find that the options available for your second category have changed. This happens because you can't list in the same category twice. Learn more about listing in two categories.
After you've selected your category, click the Continue button. Your category is created and you can continue listing your item.
Due to the wide variety of laws governing the sale of real estate, eBay auctions of real property are not legally binding offers to buy and sell that property. Instead, they are simply a way for sellers to advertise their real estate and meet potential buyers. At the close of the auction, the seller should contact the high bidder to discuss entering into a contract for the real property. However, neither party is obligated to complete the real estate transaction.
The purchase and sale of real estate is a complicated matter that is often governed by local laws, and laws in the country where the property is located. You are strongly advised to seek the help of a licensed real estate agent and/or a solicitor to help you in the negotiation and sale of any real estate.
Please note that eBay fees for real estate transactions are different from typical eBay transactions. All real estate listings are charged a flat listing fee. There is no final value fee for real estate auctions.
These rules apply only in listings of real estate on eBay. In the case of real estate auctions, if these rules conflict with eBay's User Agreement, these rules apply.
