Why are so many peo[ple not paying after bidding. approx. 20 in the last 3 months. mostly Australian some overseas. The don't evern bother to reply to my emails and un paid item claims. Penalties are not hard enough.

agree ive had many over the past few months.
as a seller the only thing you can do is go though the system and get fees back.
until ebay comes up with a better idea to deal with non payers it will continue to be a problem.
selling on line has many benefits but there is always going to be some non payers to deal with. i dont have the answer nor do i think ebay has an answer maybe change the strike to automatic 1 month hold on buyers account for each non payment

I'm guessing that what a seller sells can have a lot to do with it. Are the typical buyers of the items you are selling prone to acts of stupidity, irresponsibility or disruptive behaviours in other aspects of their lives? (read this as Are the typical buyers of your items "teenagers"?)

Are you going through the unpaid item process and issuing strikes if they don't pay? Do you have your buyer block in place to prevent members with more than one strike from bidding on your items?
I don't waste time sending emails, they get one from ebay when they purchase, they get one from ebay 48 hours later reminding them to pay, if still no contact I send the invoice on day three and open a dispute at the end of day 4. Even if I have to take the time to relist the whole process as cost me nothing but a few seconds so it is not something I stress over although I do have very few non payers.

Have also noticed an increase in the past 6 months ! much more non - paying buyers then before. I honestly dont know why people do this, maybe just bored?

I had a guy from France bid & win. All he really wanted was the postage price!

7 days is way too long to wait for a payment. If no payment has arrived within 4 days, you have a problem buyer! Open a NPB case as soon as possible.
My latest gripe is with BUY-IT-NOW people who take days to pay. What part of BUY-IT-NOW don't they get???? If these people think they are going to get a glowing report card at the end of the transaction, they can think again.
