About 50% of mowers and other products sold on ebay are just not up to standard.
you buy a trolly jack can not lift a car, you buy a mower it only works for mins and stops.
it seems like everybody and their dog are selling stuff on ebay.

50%? Highly unlikely, even for the specific examples you gave. Unless you are talking about the ones you've bought.
eBay was set up for everybody and their dog to sell stuff, so it must still be working

My dog is not an ebay member and my cats are not interested in it either !
Is this a wind up ? Mowers and jacks are pick up items and can be tested before purchase.
You need to come up with a better story than that.
