i have accepted the 100 free promotional listings. I have been relisting my unsolds and ebay want to charge $1.50 for some items and free for others. What on earth is going on.

It does not include listings with multiples (either amounts or item choices). You will be charged for these.
Found out the hard way last month with the 100 free listings - I use my 40 monthly freebies for these.

Listings with multiple quantities do not qualify for the 100 free list promotion.
so if you relist wih multiple quantities, these listings come of the 40 allowance, once the 40 are gone, all multi quantity listings are charged the full insertion fee,
Ring ebay within 24 hours of the listing and you need to end all the ones you were charged for and ebay will refund the insertion fee for the multiple item listings for which you were charged, you will then relist them at single items. Happened to me yesterday and was close to heart failure because of it all

Are you using two categories? Only the first cat is free.

Check at the very bottom of your page where your fee listings show up to see if you have actually 'accepted' the offer. If will be there from the day and time it is available along with how many of your usual 40 free monthly listings are left (apologies if you already know this). When relisting unsold items, I always find you need to "edit listing", even if you make no changes or make a small change and change it back again ....... you may find THEN the listing comes under the free lot. And I ALWAYS check before I "list item" that I have b een charged 0.00 and keep editing till I am charged 0.00.
