why do we need permission to sell world wide what is this permission all about

My husband and I put up adds to sell world wide  thes where only stamps but it kept coming back tell us that we needed some permission to sell world wide , what is this all about as we did not understand this permission certificate

I am guessing it is to do with whether or not you fully understand that selling on other ebay sites means the buyer / seller protection is different, postage options will be different, and you could be in  for a big disappointment as many other sites the Seller must prove DELIVERY, not as with in aust where the Seller only need to prove SHIPMENT./ LOGEMENT

there will be a link on that warning to get you to read all your obligations, rules etc.  once you have read and understood you tick the box and you'll be fine to go.

on the other hand, being Stamps,~~~~~~~~  if they are from Korea, Cuba, and some other countries, they are illegal to sell to U.S.A. so those countries stamps (and others) cannot be listed for sale to USA
