The winning bidder of my item has sent me a message, after 3 days, saying they did not bid on the item and will not be going through with the sale! What are my options?

First you wait until it is exactly 4 days since it ended, to the second, then you open an unpaid item dispute, make sure you choose the option that the buyer has not paid. After another 4 days, to the second, you will be able to select the option to close the dispute as the buyer still has not paid. Once you do that your final value fee will be refunded and you can relist or send a second chance offer. The buyer will get a strike recorded against their account. Add them to your blocked bidder list.
I would also send them the following
Hi, I am sorry to hear that your account has been compromised so in case you don't know how to do it I have reported it as hi-jacked to ebay and I am sure they will be in touch soon to get it back under your control.
Then I would go and report it as a possible hi-jack.

its a wonder they didnt say that their 6 year old child made a mistake and made a bid
they have to make a bid and confirm so someone from the family made a bid
you can open an unpaid item after 4 days and wait another 4 days and close the dispute and you'll
get your fees back and they'll get a strike

No point arguing with them. Ask them to fill out the Mutual Cancellation notice that you send them. If they don't do that, wait the 4 days, and open an Unpaid Item case.

You can either send them a mutual cancellation request, which they will have to agree to at their end in order to get a credit for the FVF. If they ignore the request, you can can get a credit after 7 days. If they don't agree to the request, the FVF willl not be credited. Both parties can leave feedback regardless of how a mutual cancellation request is resolved.
Or, you can open an Unpaid Item Dispute (after 4 days have passed since the sale), which - after another 4 full days) can be closed for a FVF credit. If the dispute closes without payment, neither party will have the option to leave feedback. If a negative or neutral feedback was left by the buyer before the dispute closes, it will either be removed automatically, or upon request.

you cannot open an unpaid case AFTER a mutual cancellation has been declined.
do not let these time wasters get away with it...Non Payer Dispute after 4 days, close in further 4 days... END of story

Not always true putney. I recently declined a cancel request from a seller and they followed it up with an UnPaid Item Case. I had good reasons for not paying and I declined the cancel request thinking that that would prevent them from doing the UPI case and allowing me to leave feedback that would not be removed. When the seller closed the UPI case they had my negative feedback that I left for them removed.
I have contacted eBay by phone and they will not reinstate the neg f/b even though they agree that the seller behaved inappropriately and that I had every right to not pay. The seller in my case has given me an insight in what to do to prevent a buyer from paying during a dispute and therefore avoid negative feedback. I am not going to post on these main boards exactly what he did as it may put ideas into other seller's heads of how to do the same and maintain a 100% feedback rating.

I mean't when what usually happens, and they don't bother to answer at all, and ignore the request. Then it's possible to open the Unpaid item.
