Persistent fraudulent listings

For several weeks now a persistent scammer has been posting fraudulent listings in both the cameras and electronics categories. The items are obviously copied from genuine listings, probably from the US site.
Always with a new seller name and the same "willing to take an offer of xxxx dollars" line at the end of the description, bids starting from 0.99 and always a different contact phone number.
How are they able to keep registering so many new user names?
I keep reporting the listings, sometimes they are promptly removed, other times it has taken a couple of days.
Geez eBay, do you get so many reports of scams that it takes so long to remove an obvious scam listing?

Geez! Why are you bothering? eBay has several million listings per DAY. A couple of days seems admirable.
Maybe stop looking for scammers and actually buy what you want from reputable sellers.
