I have sold an item and it has been paid for and shipped. Why is it giving a message that the item is available for a 2nd chance offer?

That always shows if your item has more than 1 bidder.
It's in case something happens with the first bidder or you have another of the same item then you can do a SCO.
Otherwise ignore it.
