Then again, for people who do what factual advice based on eBay policy then contacting cs staff based overseas who type from a script is the last place I would go

If you get something not as described, you need to open an item not as described dispute
No need to contact ebay or send emails
You are likely out of time to open that dispute now, you have 180 days with PayPal if you paid that way

Email only if you delight in receiving completely bot-generated email replies whose script is based upon text snippets and keywords in your text.
It is far better to contact eBay via Live Chat (go to Help, scroll to bottom of page during business hours), or post the issue on these boards (without identifying details such as name, address, email, phone, or username of other party) to get the advice of experienced eBay members.
Go to the help page, scroll down to "contact us" and go through all the options until a live chat window appears (during normal business hours).
