how do I get refunded for an article not received?

I have been waiting for item 323385168708 to arrive. The seller stated the order was resupplied and gave me tracking number HKAETA34116423 , which I cannot find by tracking. I am still needing the components..   The sullpier , <Removed> had supplied the other components in the order and had agreed to resend the remainder (32) of the 14 pin integrated circuit sockets.      Time has gone by and now I noticed the case has been closed through inactivity. Three business day weeks have passed. I missed the time factor involved. Where is your eBay refund guarantee? I think I have been duped by the supplier.  ACTION PLEASE.

You don't mention that you have contacted eBay since

You say the case was closed due to inactivity, did it not say  you neeed to escalate it before x date if nothing arrived?

Where did you look from tracking, seeing as the seller is in China?
