Hi,
I have a very basic problem with a seller and have given everything they ask for to no avail. All I require is a faulty item replaced that's it! I have sent seller video and explanation of fault and it seems seller just keeps going on about something else not related to fault. Which brings me to the problem with Ebay.
How do I ask Ebay to step in on the issue, as all the links etc lead me nowhere??
I'm not the best online but can search what I need and eventually find it but this isn't available to find!!

Have you actually opened a case with eBay's MBG (see link below and the time-frames involved) ?

Promising to resend a faulty item is not usually the best way to go because many sellers (particularly Chinese, have a look at their feedback to see where they are registered) will say they'll resend but only if you close the dispute, and once you close a case it CANNOT be reopened.

Ebay can't and won't step in as there is no formal dispute.
Please follow the buyer guidelines as outlined. Open a case right now for "Not as Described" and get a refund. You can always repurchase (preferably from a different seller), but dodgy sellers will try all sorts of delaying tactics to either get the case timed out or closed.
Also, never, ever send an item back at your expense unless it is a Change of Mind return. If the seller wants it, they need to send you a shipping label or the funds.
