There have been several posts here and there over the past few weeks of buyers telling sellers they are having a problem paying, and from buyers posting here saying they can't pay
I do not know the offical eBay/PayPal comment (if they have one)
You would need to contact them for that (neighter staff read here, inc.uding their tech staff.....yes, the blurb says they do...it is not the case)
Or other buyers/sellers who have had the issue may be able to give you tips
I have not had the problem yet (touch wood) so I can't offer a first hand experience with the issue
