Error Message stating I have reached my selling limit for gaming console however item only in draft

Received this error (some information has been deleted) however I have not managed to list the item and only had drafts - all of which are deleted with exception of the one I want to list....

I am a verified seller and have met required performance standards.

Have you verified a bank account linked to eBay to receive payments as you are on MP and can no longer recieve your payments via Paypal

Yes I have done all that - even received payments already from previous sold items in the account set up. Have multiple payment options listed on the add. 

Cannot find out any info at all about why it's occurring.
