How long a period do you think is acceptable for eBay's "Technical Team" to fix a simple problem?

The simple problem? My Store's newsletters appear to send, but no-one actually receives them. This has been verified by eBay and I keep getting told, the 'technical team is looking into it"........... And have been 'looking into it' since September 2017. Emails sending to a subscriber list is hardly rocket science and eBay in my opinion, is either just fobbing me off, or has chronically poor technical expertise.
